Manitoba’s police watchdog is investigating allegations of assault by an off-duty Manitoba First Nations Police Service (MFNPS) officer in Portage la Prairie.
On Wednesday, November 4, RCMP responded to a call regarding an assault on Oxford Street in Portage.
Officers located an off-duty MFNPS officer, who was later placed under arrest and taken to the detachment for further investigation.
RCMP reported the incident to the Independent Investigations Unit (IIU), which will be conducting an investigation.
Witnesses or other individuals who have information or video footage that may assist this investigation are asked to contact the IIU toll-free at 1-844-667-6060.

The City of Dauphin is advising of a delay in recycling pick-up.
The scheduled pick-up today (Thursday) in the Day 3 area did not occur, due to delays from yesterday.
The City is asking residents in the Day 3 area to leave out their recycling bin at the curb for OSS pick-up tomorrow (Friday).

RCMP are looking for information on two suspects after a robbery at a beer vendor in Portage la Prairie.
On Wednesday, November 4th around 9:45 p.m., RCMP received reports of a robbery on Saskatchewan Avenue in Portage.
Officers were told that a male and female had entered the vendor and tried to make a purchase, but were denied when they couldn’t provide proper identification.
The two suspects left, and returned a short while later when they jumped over the counter and physically assaulted the employee and sprayed him with bear spray.
The suspects then fled the vendor, taking two 12-packs of alcohol with them.
RCMP are asking anyone who may recognize these two suspects to contact the Portage la Prairie RCMP at 204-857-4445, call Crime Stoppers anonymously at 1-800-222-8477, or submit a secure tip online.
RCMP continue to investigate.

Americans and Canadians continue to closely watch the ongoing U.S. presidential race.
Local Member of Parliament Dan Mazier is sharing his thoughts on how the result of the presidential race could impact Canadians, specifically those living in the Dauphin—Swan River—Neepawa riding.
“As far as what president is in there or not, we still have very good integrated relationships for everybody in this riding — especially when it comes to agriculture," said Mazier.
Mazier, a former president of the Keystone Agricultural Producers, points to the important trade relationship between the two countries when it comes to agriculture.
“[In general] we are very reliant on trade in agricultural goods with the United States. I think 60% of our products from Manitoba go to the United States right now.”
The MP for Dauphin—Swan River—Neepawa says no matter which candidate wins the presidential race, issues like COVID-19 — and how soon the borders will be opened — will be very important going forward.
“Those are the kind of issues that we’ll start keeping an eye on. Right now it’s just a wait-and-see, to figure out who’s going to be in charge at the end of the day.”

Health officials are reporting 4 more deaths and 427 new COVID cases today.
It’s the second-highest number of new cases in a single day, shy of Friday’s 480.
The province’s most recent deaths are two women and a man from Winnipeg all over the age of 70, along with a woman in her 50’s from the Southern Health region. Manitoba has had a total of 91 deaths to date.
Today’s data shows:
- 15 cases in the Prairie Mountain Health region;
- 32 cases in the Interlake–Eastern health region;
- 60 cases in the Northern health region;
- 55 cases in the Southern Health–Santé Sud health region; and
- 265 cases in the Winnipeg health region.
The following Parkland health districts have active cases: Swan River (7), Porcupine Mountain (3), Asessippi (5), Whitemud (7). Dauphin has 0 active cases, while Brandon has 24.
In the Interlake, the Eriksdale/Ashern health district has 49 active cases.
Health officials are advising of the following possible COVID exposure:
Provincial public health officials continue to see a trend of concerning case numbers in Peguis First Nation, and have moved the area to Critical (red) on the Pandemic Response System, in partnership with the chief and council.
Of the provinces 7,177 total cases, 4,166 are active and 2,920 are recovered.
There are 153 people in hospital and 16 in intensive care.

Some H&R Block branches in the Parkland have found a special way to recognize veterans leading up to Remembrance Day.
Franchise owner of Dauphin’s H&R Block, Gloria Austin-Epp, says they’re asking community members to bring in photos of past and present veterans to be displayed in the front window – an idea sparked by Barb Cseh from the Winnipegosis branch.
“I just take a picture of it and then we make a copy of it on the computer, and we put a black and white picture up in the window.”
Gloria adds that she has included photos of her own family members that have served in the military.
“I’ve got my great uncle and I’ve got my dad up there, and the girl that works with me, Jackie, her great grandpa is up there. My dad was in WWII, and my great uncle was in WWI.”
The photos will stay up for a short period after November 11th.

For Halloween, the Dauphin RCMP conducted increased traffic patrols in the Parkland area.
Officers patrolled Dauphin, Ochre River, Ethelbert, Gilbert Plains, and Grandview.
Three speeding tickets were issued, including one to a man from Gilbert Plains travelling 149 km/h in a 100 km/h zone.
A Dauphin woman was also arrested for impaired driving and officers issued a warning under the off-road vehicles act.
Members of the Dauphin Detachment also assisted the Manitoba West District Crime Reduction Enforcement Support Team in locating a stolen vehicle. The driver of the vehicle was arrested for possession of property obtained by crime and is to appear in Dauphin Provincial court.
The Dauphin RCMP say they’ll continue to plan traffic enforcement initiatives throughout the year in an effort to keep Parkland roads safe.

Canadians and Americans alike are waking up again this morning without confirmation on the winner of the US presidential election.
Democratic challenger Joe Biden needs to clinch one of the 4 remaining states to win the election.
Those states are Georgia, Nevada, North Carolina, and Pennsylvania.
Biden has 264 electoral votes and is currently leading in Nevada which, if he wins the state, will put him exactly to the 270 Electoral College votes needed to win the White House.
US President Donald Trump has 214 electoral votes and is winning in the other three states, which means he'd need to win all four states to be re-elected as president.

The Mountain View School Division (MVSD) is providing an update on the heating system at Goose Lake High which failed in January.
In a statement, the MVSD says the temporary heating system replacement has failed to ensure the school was comfortable for staff and students over the past few weeks — for which they have apologized.
One concerned parent from the school community expressed their frustration, telling CKDM reporters that plugged-in space heaters blew the breakers on one occasion, leaving the school without heat or electricity on that particular day.
A release from the MVSD says they have been working on the heating system replacement at Goose Lake High School.
“Our current priority is to make sure the temporary heating system is meeting the school’s needs with an expectation that this system is functioning well for the duration of this project," says the release.
"With respect to the project, we can confirm the following:
- Most of the preparatory work including demolition and abatement work has been completed
- In addition to the branch line assessment, an in-line filtering system will be installed for the next few weeks to remove debris from within the entire piping system
- The new boilers are expected to be delivered in the next two weeks
- The new circulating pumps are delayed and the contractor is waiting for supplier confirmation on a delivery date for these units
- Any required repairs to the distribution lines will be completed in the interim
- The anticipated completion date for all work is currently the end of December"
The MVSD says they appreciate the patience of the school community, explaining that the system failure did not provide the luxury of a planning phase before the heating system could be replaced.
The Division says going forward they will provide updates on any potential project delays, and advise that any questions or concerns be shared with Mr. Wilson at Goose Lake High.

Manitoba RCMP say they received 182 calls related to COVID-19 between October 26 and November 1.
Most of the calls were resolved through education and guidance from responding officers, but fines were issued in 3 instances for Failing to Comply with a Provincial Emergency Order, under the Public Health Act.
The fine for individuals who violate public health orders is now $1,296. Businesses that break the rules set on capacity limits or physical distancing can face a $5,000 penalty.
Since April 9, the Manitoba RCMP has issued 77 warnings and 42 fines.
Reports of non-compliance can be made to the Manitoba Government Inquiry line at 1-866-626-4862.
